A growing demand for apartments and a gradual weakening of tenant protection laws in New York have resulted in an immense financial incentive to displace rent-stabilized tenants by whatever means necessary. Regulators do not have the capacity to keep up, meaning that landlords are often not held accountable for the harm they cause through the predatory measures taken displace rent stabilized tenants.
